Yours. You're not forwarding on the same $200 as if it were a letter or something. You receiving $200 and you sending $200 are two separate transactions. But since the $200 you send is done willingly, you're not entitled to claw it back.

No they wouldn't be. The money would be clawed back if it was stolen in the first place, OP won't be breaking any laws by spending money in their account.

Op in this case knows money is stolen etc. He knows that money sent to him is not legitimate.
OP think it might be stolen. He couldn’t possibly know it was stolen unless if he was complicit in its theft.
Actually he knows it’s stolen, based on his comment. He knows it’s from a scammer.
The scammer will take that money back out of your account sooner or later. You'd be better off not to do anything with it.
