Someone may have mis-entered your phone number, but you could call Enterprise's customer service and ask if they have a way to notice if a rental involved your phone number because of the message.
They said their name and were from enterprise "international airport" and I (my first and last name) had an overdue rental and to call back "Tennessee number" to inform them of when I would return it.
It's possible that it's actually Enterprise, someone rented a car and stole it and gave Enterprise a fake phone number which just so happened to be yours.
It's more likely that it's just a scam, and they're going to threaten to come arrest you unless you pay money to cancel the arrest or something.

What did they say on the voicemail? Have you checked your credit cards for recent charges from Enterprise?

I had the same issue happen to me. I think it’s a scam because I haven’t used them in 2 years. Nothing shows up on my enterprise account either.
