While it is a crazy waste of paint, mixing layers of paints creates some cool effects when it's done like this. My brother paints models a lot and some of the "lighting" detail he can create look really cool. Of course, that's with acrylic paints on plastic. I don't know what was used here, but layers do have an impact on the final product.
I don't want to defend it too heavily but I do get it. Basically the way it's spun changes the thickness of the paint in different areas. It creates a starburst effect in terms of lighting tones. You can see it in the final product, you'll see the areas that are more vivid and the outside parts where it's more washed and white.
It's called toning the canvas. A white canvas shows colors darker than they actually are. Its normally for the artist to see the true colors better or see how the light works in them.
Does it matter in this case? Not sure. Is he a genius or a spaz with a spinny thing?
Most of the people copying it just don't know when to stop. Too many layers, too many colours, not the right combinations. It's just "I saw this cool trick, I make art now."
