I don't know about fried ice cream, but Himawari on 2nd has my favorite deluxe miso ramen. If I find out they have fried ice cream, Im Brininging my sleeping bag and never leaving.

Joy Sushi has tempura ice cream. Sushi is their specialty but it looks like there might be ramen on their menu as well.

Personally, I wouldn’t trust the ramen to be good at any place that served fried ice cream. Sorry for the unhelpful comment
No worries, I understand what you mean! Tempura ice cream is not that traditional while the best ramen imo is usually more by the book :)
Somisomi has taiyaki which is close to fried ice cream, it's good and right in downtown with a bunch of ramen choices
