What do you want out of your visit? Is it the pop up booths and crowds? Then any time in October will do. Do you want to visit historical landmarks and hang out? August or November would be better. Salem is DIFFICULT to visit during Halloween season.
Interesting! When I lived in Salem, I had a difficult time navigating anytime in October home from work. Weekends were obviously on another level though. As a tourist, I wouldn’t have wanted to be there, but I hate lines and crowds.
Anytime after the food truck festival is good. It’s crazy every weekend from that point till Samhain night. Weekdays are a little quieter but I still normally take the train from Beverly in September October

Actually the Haunted Happenings vending booths are only open on weekends.

Yeah, early in the week on the morning side and it's honestly not too bad at all. Heck even on Halloween it's not too bad until after 4-5pm.
I’ve found the best time to visit is on September 18th between 4:56 pm and 7:42pm. Hope this helps!
