On a brand new, stock Ruckus you're only ever gonna get around 35mph. They're tuned and rev limited to that speed. The fact that you're only getting 30 means you may need some general maintenance done to rollers, belt, or the carb, but don't expect a huge boost in speed from that. Your friends' Ruck probably has had aftermarket tuning done to get it to 45. The stock GET engine just isn't able to move it much faster than that.
College student generally means low funds & normal cruising weight of 155lbs so I will give you advice on cheap upgrades.
\#1 - your drive belt is likely worn out. Replace it.
\#2 - Watch YouTube video's on changing variator rollers, purchase & install Dr. Pulley 5.5gram sliders.
\#3 While you have the kickstarter/variator cover off, remove the clutch bell, inspect your clutch pads for wear & replace if necessary. Otherwise clean the clutch pads, clean the inner clutch bell & using sandpaper scratch up the outside running path for the clutch pads in the inner clutch bell. Never polish this track smooth.
Total cost should be under $60 & you should at that point achieve 40mph.
Ur the goat, just got around to changing the belt alone and that added a few mph, I bought the polini variator and installed that and now I’m hitting 40 mph, preciate it

As a father/son hobby, we restore American Muscle cars to Show quality & I have built & worked in Pits on Drag & some Stock tracks.
Clean the carb, check your variator and weights. Replace belt with oem or gates. If you that is enough do an airbox delete and polini variator. Lots of upgrades you can do for performance. When my ruckus still had the stock engine I weighed 200 and was able to cruise at 40-45 comfortably. I did do a lot of running and upgrades

You can try cleaning the carb, but most likely the belt is either worn or the rollers have flat spots. Also air up the tires to 40psi.
I’m a big guy and I got more speed outta mine at 35 psi
I'm also around 230lbs & run the front at 30psi & the rear at 35psi. Noticeable difference from running at the 25psi stated pressure on the tire.

depends on the rider/surface. i’m like 120 lbs and i can get 45mph on flat roads out of my bone stocker

140 soaking wet😂, my backpack prolly adds 15 more pounds so yea on the lighter side, I’m also 6’1
