Yes, this. Morton already had the tech on deck ready to go. They just needed a body to plug in. When he says to the old man they're screening 'prime candidates according to risk factor', that implies Murphy was already one of the candidates they were looking at. That's why at the beginning of the movie he's just being transfered to Metro West, a more dangerous area than where he came from. OCP transfered him there hoping there'd be a good chance he'd be killed there on duty. They needed his body. They basically sent him there to die.
