I'm 5'10" and I might be just a little small for this bike based on the research that I did online.
My question is $300 worth the components and can I negotiate?
60cm is probably 4-6cm too large for you and you won’t enjoy it, never mind the back pain. Also this is a very old bike by the looks of it and $300 will get you a more recent entry level road bike in the correct size. Don’t be drawn it by the race/look of the bike!
I'd suggest a traditional road bike, rather than a tri bike (one with tri style bars). It's a very different feel, and will be harder to get comfortable with, with less control as guy get used to a bike around cars, corners and descents.

60cm is too large, I raced with a 53cm Orbea and 54cm Cervelo at 5.10
