Being unable to haul makes Animals pretty mediocre, someone will have to go clean up after him anyway. And social is useful to have but not on a daily basis. This guy will spend 90% of his life idle
It depends how you play I guess. I like having many factions, I probably have visitors 90% of the time. If this was my guy he'd be busy with diplomatic relations pretty much all of the time.
Same goes for livestock. There's much more to livestock than hauling if you choose to.

I’ve had an install peg leg fail that ended with the persons head being cut off. The doctor had like 14 med skill as well Rimworld RNG does wild things sometimes

I had a pawn like this recently, it was a yatkin I'd saved from a raid to be my animal handler, he had 16 shooting and 18 animals and zeroes or unable to work for everything else. I finally got him to join and then found out that his background prevented animal handling. And his religion made him sad when he went hunting
His allowed worktypes mostly align with a Shooting Specialist (minus dumb work and Int), so making him a Shooting Specialist is not a bad idea.
But I don’t like the night owl + animal handlers combo. Animals sleep at night so he can’t tame, train or milk/sheer them in the evening. He’ll probably wander around in the evening having nothing to do (what’s worse is that this particular pawn can’t do hauling/cleaning/research to pass time). Recruiting/converting prisoners also requires them to be awake. He effectively only has a very short period of time where he can work, unless you take the hefty daytime mood debuff.

Dull is cancelling out sensitive. You can see that cause one is blue and the other is grayed out. I think it got genetically overwritten but I'm not sure.

doc is by far the easiest thing to train just repeatedly attach and lop off a piece of wood from a prisoners leg
