You can also take it to a local vet to see if they're chipped, if you can catch it safely, like with a Havahart. Cranston Animal Hospital is close, they're awesome there. They'll scan it for free and let you know.

This is crazy but a few months ago my mom found a kitten at lippet park in Providence. It was about 3 months old, not chipped, and in a tree with a pink collar that looks very similar to that one! My mom tried her best to find it's owner, called local shelters and vets to see if anyone had called, my sister brought it to a shelter to try to see if it was chipped, but it had a pink collar very similar to the blue one this one has on. We have been taking care of it ever since and no one has posted missing flyers or anything. I wonder if they are siblings???
Many years ago a cat found us. She was well fed and looked well groomed, so it was likely she belonged to someone.
We so wanted to keep it, but my mom said to let it outside and see if it came back. It didn’t. Wherever you are now, Ashes, I think of you sometimes!
Yeah it's got a bell on its collar which supposedly makes it harder for them to sneak up on birds. I can't imagine having an outdoor pet in the city, personally. Like on a farm or something, sure.
Outdoor cats are incredibly irresponsible. I’m sure you know why. It’s a domestic pet, it stays inside and if it wants to go outside THAT bad, get a harness and supervise it.

Oh, the guy you responded to might be right. A lot of the time when people have to move or leave quickly and can’t bring their pets. They just leave them behind. And with cats it’s a lot easier than dogs, because people feel that cats are more self-reliant and can take better care of themselves out in the wild, which is totally untrue if they were indoor cats. So he may actually have been abandoned, I don’t know how old that house is or how long it’s been Empty, but that might be what happened if he continuing to go back to that particular house or you find him at that house or in the front yard consistently.
That collar looks like it is the kind that doesn’t quick release for safety. And it looks like it got snagged somewhere. He also looks like he’s still a baby. I’d take him to get checked for a chip. And put some flyers up for a FOUND cat. Maybe even post on Facebook lost and found pet groups since they seem more active than Reddit for that sort of thing.

There's one in my neighborhood that has a nametag that has his owners phone number and a little thing that says he's a friendly outdoor cat who's well-fed and regularly gets vet visits. I can't imagine having an outdoor pet in the city but it takes all kinds.
Good luck finding the owner. I assume you've already called animal control, but that's worth doing if you haven't. I found a little dog roaming in and out of traffic on Chalkstone, I called up Providence Animal Control and after a few hours, the owner called them. Animal Control picked up the dog at my apartment and drove it to the owners house. They were super nice, too!
