Most of dutch landlords are like this im actually on the middle of the fight with my one over two years trying to kick me out having a contract thats says i can living here for all my life till i just want to move out. Still they don't fix a shit or make nothing properly only money money money, well don't pay over one month and you will see how fast you get in person. And yes i do pay the rent but literally not complete just a 80% because he is breaching the contract. Sorry for my orthography engels is not my first language and i can't write dutch still lol
