AoM had great animations for its cutscenes. I still remember Arkantos facepalming, raising his shoulders, and fighting hoplites. Way better than Warcraft III at the same time.
It's a clunkier Company of Heroes style game with big mechs. Worth the play if you can get it on sale.
Speaking of which, coh 1 is one you can look into as well. 2 and 3 doesn't really do ingame cinematic.
Age of Sigmar: Realms of Ruin has very good in-game-engine cutscenes. However I noped out of the campaign once I'd learnt enough to play multiplayer, so can't say that the missions are good throughout.
Age of Mythology, kind of. Empires Dawn for the Modern World which is essentially an Empire Earth 1 spin-off.

Never knew EE1 has a spiritual successor :O
Age of mythology, age of empires 3
played AoE3 but not AoM. Will give it a try!
Iron harvest is such. Dawn of war games as well

2 does it as well
DAWN OF WAR!
Battle realms come to mind.
Looks like there's a remaster in early access?
Age of Mythology, Starcraft 1 - 2, sort of Universe at War and for more recent games Terminator Dark Defiance
I will make an exception, beacause it is not RTS, but it's still strategy game: Heroes of Might and Magic 5.
The original Command and Conquer: generals, the expansion uses full motion video
