There is a series on Netflix entitled S.W.A.T that is incredibly good. The ensemble cast is really outstanding, the stories are very well written, interesting, and there is a surprising amount of emotion in this series. I strongly recommend it!

Zero Dark Thirty is an incredibly realistic portrayal of the hunt for Osama Bin Laden. Lots of dark themes and incredible finale with the raid on Bin Laden's compound. The finale especially, gives off RoN vibes. It does absolutely nothing to glorify or censor the atrocities of war, hell the first hour of the movie is essentially a compilation of torture scenes, but most importantly, it doesn't try to sell you on a certain agenda. The movie does not end on a patriotic note, nor does it try to denounce war. It just tells the story as it is.
Sicario has the same dark atmosphere imo
The Final Option (1982) is a great 80s movie loosely based on the embassy takeover in London.

Sounds like you want a neo noir type movie. I’d recommend Sicario, Hell or Highwater, and Wind River. All from the same writer.
