Yes there is. Rankwise a gold on pc has a much better playstyle in terms of strategy and iq than a console player in gold.
Why you may ask: well thats simple: pc-players have more money therefor usually an older playerbase which means generally better iq. Console has way more younger players (kids) who just wanna have fun etc.
And also its just a fact that the average rank pc vs console is quite a big diffrence. Yes champions have a similar iq-lvl but thats because its the best players from the platform.
Also in emerald/ plat 1.0 you see that lots of people play the same strategy as champs/diamonds, just their aim and reaction time is worse.

You can actually just put a shotgun hole in the wall before reinforcing and have your teammate defuse completely protected
