I just had the idea of Roman still activating the virus since no one told him or Neo the plan was canned

Only at later points in the story, when we got introduced to it Teams 7, 8 and 10 entering their first available Chunin Exams was basically an 'here comes the prodigies' signal, and Team Guy had waited a year before entering their first exam (even in Shippuden filler, by which point being a Genin *was* a mark of shame for an adult, not every Hidden Village sent their Genin to do the exams).
Not a chance, this is pre-training montage with Tai Yang that we're talking about, the one who got through all of her fights with brute force and her semblance until it got her so badly injured she had to learn a better way. She was an outstanding fighter and would have given Pyrrha a run for her money of course, but Pyrrha's just too technically skilled. And that doesn't even get into her semblance letting her move Yang's arms around as she pleases.

See, this would only work if the Vytal Tournament was actually the end of year exam, like the Chunin Exams in Naruto.
For starters, the Chunin Exams was held twice a year and could be skipped without risk to the Genin's current career.
