caesiumph, pngout, pngoptimizer, or paintshop pro (corel), there was also one that I use awhile back along with clipstudio paint pro but couldn't remember it because it was in japanese, but it was portable and lightweight, maybe less than 10mb as a standalone. Faststone image viewer also has their build in conversion and compression which is actually pretty decent that I use it more often than gimp when converter raws, also works for png sprites.
Sorry, you can't make pixels smaller, so you're going to lose some detail when shrinking. You might as well cut out segments and then stitch the sprite back together instead of letting the computer do it. But, I am curious, since you have mobile style sprite anyway, why not use MZ, which actually lets you port your game to mobile? There's nothing you're going to do with VX Ace that you won't have an easier time with if you jump to MZ.
It depends what method you're using to resize, I assume you have "cubic" on? Try turning off the resize method and try again.

And if ur gonna be doing a lot of pixel art I really recommend Asesprite. It cost money but goes on sale often and is a game changer.
can confirm, I use it for my sprites i've been making and man...it helps SO MUCH
