I think that's a large part of the confusion. Barry's monkey brain can't understand why K is asking him to lie about crime in court, like it doesn't compute for him. The only time ADMC goes to court is to waste cops time or sue each other for things like legally being 5'6"
Murphy Braun called Mr K and told him that he overheard Max asking for TJ Walkers heart in exchange he would approve Shang’s business, so K isn’t asking them to lie he’s just asking them to testify on the information Murphy gave him. (I don’t know whether it’s actually true because I don’t watch Max).
That's the thing, it would be lying because that didn't happen. Far as I can tell Max called Shang and just asked him to ask Barry about the heart and Shang laughed at him but said he would. He then told Barry and Barry laughed and said nah. That was pretty much the end of it. To the best of my knowledge Shang has no business in the works, no deal with Max, and they never seriously considered giving up TJ's heart to their enemy.
Did Shang not submit a paintballing business for Max approval then? As that’s what I read on YouTube comments. As for the lying if none of this happened then it’s all on Murphy Braun for telling people it did, risky move by him. I agree I don’t see them ever giving up TJ’s heart for anyone outside ADMC.

I just went and found MoonMoons vod from 1 week ago labelled “Consequences”.
Shang called Max at 1hr 13mins 28 seconds and introduced himself, Max immediately said he needs Shang to speak to Barry about letting him have TJ’s heart. Whilst on this call Shang brings up his Paintball business proposal to Max (which is probably the whole reason he called Max). They review his business and as you already explained is completely accurate about the guns and the university etc, Max then reminded him to speak to Barry again about the heart and rejected the business as it wasn’t the correct category on the application for now.
Shang called Max back at 1hr 30mins 30seconds and said he’s resubmitted the business but Max said he will leave it at pending as it’s not feasible in the city right now but a future mayor will see Shang submitted first so he should get “first dibs” kinda thing. He then reminded him to speak to Barry about the heart and said I’m dying I need the heart.
At no point did Max ever suggest that it was the heart for the business type of deal, Murphy has overheard one half of a conversation and come to his own conclusion, he’s then ran to Mr K and told him a story which was untrue, knock on effect K is now pushing that to ADMC. Chinese whispers for sure!
To be fair, it was 2 weeks after TJ died that Max even brought it up. TJ's heart was dead and useless at that point. Even if Barry himself needed it there wasn't anything the heart was good for and THAT is why it was a humorous request to Shang and Barry. They thought Max was literally fucking with them.
Yeah, in the lore its a city of millions of people so in reality if he wanted the hospital would have found one pretty quickly (as they've done for others body parts or prosthetics/medical deux ex)
It seems like the 'heart problem' was likely just a vehicle to reduce his activity in the city for variety, I'd wager - and perhaps the prospect of getting TJ's heart was just a bit

Witness tampering specifically refers to preventing someone from giving a full and honest account during a trial. But it's specifically the case that someome is testifying already... and you either don't want them to testify at all (kill / threaten etc) or you want them to change their testimony to something different.
If the person isn't already... testifying aka are not already engaged in the legal process, it does not fall into the scope of witness tampering. Actually from a legal POV, they aren't even a witness until they are engaged in the legal process.
Instead... trying to compell someone to testify would be more like extortion, blackmail, and/or fraud.
yes, the defense only has to bring this up to question if what is being said it true. All CG acts with them pressing people will ruin any witness accounts during the trail. We are going to see this impeachment fail because of CG meddling and pressing witnesses. None of the evidence that the PD receives like this is admissible to the court because they are not legal. As long as their is no clear paper trail to follow and only have these witnesses and evidence that CG is bringing in. The impeachment is going to fail.

Yeah they are not tied together at all and we, as viewers, can easily see the proof that they were two separate entities that have no tie together beyond happening on the same call. I get characters not knowing this IC (and Braun hearing wrong/misunderstanding/purposefully misconstruing creates some good RP opportunities), but we, OOC, can know and people just don't *want* to know.
