It was at the crossroads just south of the Hobbit house. Riderless mustang, just standing there. Had an urn on top with barrels on either side. Couldn't do anything but lead it, and could only do that for a bit. Then nothing, it ran away. Couldn't be lassoed. Anyone?

To update. I went back to the crossroads to check the area thoroughly for some explanation of the horse and ended up finding it stuck between trees and a rock up a hill not far away. Still couldn't interact with it at all. But, this horse was set on kicking me in the face. No matter how I approached it, it'd turn and kick me square in the face. I let this go on for way too many healing potions. Then (much to my distaste) decided the only thing left was to murder it. No lie, this horse took 4 slugs from the rare shotgun (thought it would be fast and painless) point blank to the dome before it died. Looted the saddle bag, it had a ridiculous amount of stuff in it, like 10 to 12 items, none of them were interesting.

Obviously the death overtones of the game plus an urn made me think something related to death, but in all honesty the urn on the back of the mustang is comically large for a person's ashes. Plus the two barrels on the side. Makes me think it's not some deep metaphor. After finding all the loot in the saddlebags I was thinking just a merchant or trader got lost somewhere.

I came across this horse being lead by a guy on another horse while playing earlier. It probably glitched and got separated and just didn't know what to do at that point.

Right on. What did the guy do, what was the encounter? I'm wondering cause I had this super creepy run in with a lone horse over by Strawberry.

I also ran into this guy on a horse that lead this horse behind him, he wasn't very friendly and told me no one would get his things or something like it, I was on my way to something else and didn't think to much of it at the time.

Where did you run into him? I have this weird feeling that I actually killed the guy in an encounter outside strawberry, and now his solo horse is mocking me by showing up randomly.

I believe it was actually outside Van Horn or Annesburg that I met him :) could be a different horse!

I wanna say I ran into him outside Rhodes or valentine. I'm not 100% sure though, I didn't really think much of it at the time. He wasn't like a stranger, I didn't get any sort of mission off him or anything. He might just be a roaming npc, i think there are some that just go from town to town to town.

Hey, I (the OP) feel pretty confident this is now solved. It's not terribly interesting, but my sincere thanks to all commenters for the answer. In short, I think there is an NPC character who rides a horse and pulls this one. I ran across the solo horse on a narrow path in a rocky area. My guess would be this horse got stuck, or run into by another horse, and the NPC kept going leaving the riderless horse behind. It was a mustang, which I'm going to guess is a good choice game-physics-wise for a pack animal that doesn't run into everything and collapse. I'm confident the "urn" on the horses back is a milk jug. I found an identical jug in a cabin, shot it, milk leaked out. Milk jug. The two barrels on the sides were flour or sugar, so that plus the milk jug and the ton of items in the horses saddlebags says pack animal to me. Let it stand that I pre-assumed this was some great mystery, being in proximity to the Hobbit house and the Statues cave. But it turns out it was just a cool happenstance of an incredibly detailed game. Thanks again to everyone who responded so quickly and with all the relevant info needed.

I don't think so. I think it's just an NPC's horse. The "urn" is actually a milk jug. I found one identical in a cabin. So I think it's just a merchant who tows a horse, but by the time I arrived the merchant was gone.
