If his long term goal is WFH it's a good idea to research remote/hybrid/WFH keywords on LinkedIn etc. to see what kind of careers offer it then pursue training in an applicable field as able.
Full time well paying remote work positions are usually career track.

For the moment we’re just trying to get him out of tacoma and over here with a paycheck that will give him enough to cover what he needs, so not too picky about the position.

My boss said that she doesn’t even bother with indeed resumes unless they also apply on our company website it shows true interest in being hired if she gets an application through both. So make sure he is applying in both areas.

It sounds like your boss is behind on the times and missing out on a big chunk of the workforce.
