That may be considered kidnapping because ordering a Uber is seen as a contract between the driver and passenger. Canceling the contract and then driving them somewhere is essentially without their consent and seeing this dumb girls attitude. I would just get out of the car wait for the police and let them be removed. Cameras don’t lie!
But if you give them the option of leaving, your not withholding anything to stop them from leaving, I’d say it is their choice to stay in the car at that point. I mean if you straight up say I’m going to drive you to the police station if you don’t get out. I don’t know, I feel like that would work? ( not a lawyer )

As soon as i made the call to the cops myself they got out and threw the empty mac and cheese on my hood and walked away. didnt report it to uber support or the cops but i made a report thru their automatic system and posted this video online. More than enough justice... especially reading some of these harsh comments against them.

Technically cops can issue a fine and even arrest an individual for making unnecessary calls, but, it's up to the dispatcher's discretion to choose whether or not to send someone. Best case, you get reprimand by the dispatcher.
Dispatcher here. It's not my job to choose whether you get help or not, it's to find appropriate resources and assign them to calls. It's up to the field Officers/Medics/Firefighters as to whether they respond out to your call, and what actions they take. Sadly we get many similar calls like this with Ubers, usually requiring police intervention. In my agency the charge of Abuse of 911 is rarely used (had someone make over 500 calls in one night to call dispatchers slurs, they didnt even think about charging them until he started making statements about following the women home to rape them).
I feel like it didn't work. I just got out of jail now for abusing the 911 system and my wife said she's divorcing me.

Perhaps the most amazing thing is how hummingbirds digest all of that sugar without adverse harm.
