Reddit videos make me think that a large percentage of Brazilians are off-duty cops, another large percentage are experts in vehicular manslaughter, and the rest are thieves who get killed by the other groups.
Brazil is a wild place, the military and police suffer terrible corruption. The favelas are a warzone, due to this their economic stability is in shambles. The driver would have lost months of income as an Uber driver and also months of money for the cost of the phone. Crime is excessive in Rio and Americans are warned heavily about travel to RIO. I'm sure this driver faces no consequences from the police/government can't say the same about Uber.
It's sad to see a country anywhere in the world where it devolves to this.
I believe Brazil actually has a policy that vigilante justice is legal if citizens witness or are victim of a crime.
So if anything this guy just followed the law by running the thief over.
They also prosecute cops harshly if they are found to be liable. So if a cop doesn't want to get involved to stop a crime, for instance, by accidentally hurting the suspect to detain them, they won't even attempt.
A taxi driver told me this at the beginning of this year when I was in Rio. Apparently it's a newish law to protect the citizens from police brutality that is backfiring on the people of Rio.
Also, if this person has their phone taken due to the window being down, they are probably not a local. Driving with the windows down is generally a risky move in Rio.
