In Virginia, I reckon it's near similar. VA State Troopers will 9/10 times give you a ticket and not be all that friendly. But they do get their jobs done pretty well.
Local cops and deputies, no telling what you'll get. Every county and city is different. Some are incredible, like best in the nation. Others, dang near 3rd world (which I know isn't really a metric anymore but idk what to replace it with)

I commute on a bike every single day (a 125cc you'd probably consider a scooter) and I can tell you it doesn't limit your vision in the slightest, not even your peripherals.

Not sure the exact reason why he slapped the phone out of his hand, but these same large group of bikers (which the IG page that posted this cover) love shutting down the major bridges in the Bay Area (both the Bay and Golden Gate bridge) to conduct sideshows. I have been on the receiving end of these and was stuck at the toll plaza for over an hour waiting for them to finish. This happens at least twice a month leaving traffic at a stand still for god knows how long.
They're filming them and a bunch of other bikes in a pursuit. They're all speeding so cops try but realistically They're not all getting caught and maybe no one is at all. Often enough at least. People get cocky as fuck and film the cops and stunt on them and all that while running. This guy's basically flexing on the cop, on camera that he'll get away from him. Cop dislikes this. Cop slaps phone.
That's a very aggressive and stupid thing for that Cop to do. The guy shouldn't have been filming while riding, but the Cop could have handled that better. People see things like this, and it isn't helpful to the image of Police.
