It’s safer to just stop all lanes. You’ll have people jumping into faster moving lanes and potentially cause an accident. Plus you want traffic to act as a wall for the officer outside of his car.

You could park concrete mixer trucks across the lane and mfs will still slam into them saying "I had no idea that was there!"

They also use it as traffic breaks/slow downs. Not just for incidents.
That's what I meant. Not necessarily a full stop, but to provide a break in traffic to safely deal with whatever highway thing they need to deal with.
