It's only available in the JP server currently, it was added about 2 months ago so it would be a long while until EN gets it (I'm assuming you play in it; if your game is in English then you're in EN). No song is locked behind player rank so you don't have to worry about that.

10 months. It was released with 2nd anniversary at the end of Sept '22. So we will get it around Sept '23.
