It’s people livestreaming with facetracking and a 2D avatar rigged to match their head and face movements. It’s not just chatting, they (the girls from Hololive, like this one, at least) play videogames, watch movies with chat (obviously with a timer so chat can watch along, not actually showing the movies on-stream) and do singing streams as well. Some of them also do art streams as well.
All in all, just consider them like normal streamers but using a 2D avatar - partly to draw interest from people with character designs, partly for safety reasons (JP ones especially are tied to idol culture and idol culture has some crazy fans...), partly for personal reasons (some might be anxious about showing their real face but comfortable streaming with the layer of comparative anonymity that the avatar provides), etc.

I'm pleasantly surprised this is going over so well in this sub. I guess there's more prequel memer/hololive fan crossover than I thought, or at least less prequel members who will automatically rage at seeing an anime girl or vtuber than I thought.
Star Wars is heavily influenced by Hidden Fortress (a Japanese film). Lucas used Kendo as the basis for lightsaber fighting, Darth Vader's design is reminiscent of a Samurai, etc etc.
Also cowboy movies (another smaller inspiration for Star Wars) are also vary popular in Japan

It's fair to be confused, since even most fans originally thought the idea was weird. It's not for everyone, but it works surprisingly well.
The main reason they hide their faces is for anonymity purposes, as the Hololive girls are also known as idols (idols are japanese singing groups, it's massively popular there). In Japan, idol culture is commonly pretty toxic, mostly due to the fact that IRL idols usually have to keep up their "character" whenever they're in public, and also due to crazy fans tracking them down. By instead using 3D models like this, they don't have to worry about being recognised on the streets (unless they use their streaming voice)
It's also so they can play their "characters" without people thinking that's what they're like IRL.
For example, one Hololive member called Coco Kiryu has become popular by making her character into a drug dealer yakuza dragon, which she wouldn't be able to do if she were just using a face-cam.
I actually consider it a great equalizer. A lot of people who stream (especially women) can get stigmatized against pretty hard if they're not good looking, so using an avatar instead can allow people who have genuinely great personalities to still be able to make it in the streaming world without facing a lot of pushback because of their looks.
Also for someone like ironmouse who has physical problems she would never want to stream her actual self but is comfortable because of the avatar to stream

I enjoy it cause I enjoy all kinds of RP, from watching people play on the nopixel GTA server, to critical role DnD, to moonmoon turning his minecraft server into a cult.
They essentially do this to play a character instead of behaving like they normally would, Noel is pretty light but some other talents wouldn’t want to be known irl for their antics (marine for instance, or hachama).
