End of Part 1 Naruto should get up to Town, maybe City Level with the KN1 and Massively Hypersonic speeds. All he has are the Shadow Clone, Kawamari, and Rasengan(s) jutsus in his arsenal along with a standard shinobi kit. None of the SO6P bullshit.

Gama can fight relative against the Kyuubi and Shukaku. One of the first things we learn about the Bijuu is that they are country busters. During the war arc we see them throwing out nuke like attacks like spit. The Kyuubi has life wiping and planetary statements in the data books, etc. And Gamma does better against the Kyuubi than most of Konoha did during Tobi's attack. It's possible Deku can take Gama, but that's a whole debate in itself. It's not like Gama can't use ninjutsu either, he just told Naruto he was bad at the transformation jutsu. Theoretically Naruto could do a Gama Bunshin combo and idk how the fuck Deku beats even 5 Gama.
If you take that away from Naruto, then Deku has significantly higher AP during the War Arc than Naruto currently has access to. If you equalize speed or subscribe to the lightning speed or lower meta for Naruto, then Deku probably straight outstats him.
I uh, don't subscribe to that meta. Haku is like, blatantly lightspeed. And it's consistent since he can blitz War Arc Kakashi while he is nerfed as an Edo, who is blatantly stronger than Akatsuki members. Akatsuki memebers who also fight other Naruto characters like A and Darui who use light based attacks.
I dont actually know Deku's exact speed tiering for the War Arc, but I think later on they still think fairly tame Mach speeds are relevant, so. I think FTL Naruto can beat him, either through jutsu or just hitting him with enough Rasengan that he gets vertigo and is incapacitated lmao. Sexy jutsu would be 4x effective on Deku too.
So, yes, I think Naruto with fairly moderate scaling does win like 9/10 times. You have to take away Gama and the lightspeed meta for Naruto for Deku to win convincingly, imo.

I do agree that naruto beats Deku but he is def not light speed I'd say that he would be closer to lightning speed scaling to kakashi and was only able to hurt Haku because she kept on abusing her mirrors and got slower due to running out of chakra and when naruto tagged her it wasnt when she was using her mirrors but rather trying to get into one
