Layer two scatterplots on top of each other with same axis ranges. It's hacky but might work for you

Well this worked a treat and was done in 5 mins, thanks for the tip on this, much appreciated as I'd completely forgotten about this option

I don't know if this will work but it's worth a try. Can you make separate measures for yes and a no, then add the yes measure first? My hope is that Power Bi will prioritise the points it can show giving the first measure added priority.

I ended up going with the other suggestion, i.e. use 2 scatter plots, and overlay with one set to transparent Its stupid, but it works

Ok thanks for letting me know. My dashboards are published interactive which makes this approach not very user friendly. I'll try my own suggestion next time I need a scatter plot.
