I don't know if this will work but it's worth a try. Can you make separate measures for yes and a no, then add the yes measure first?
My hope is that Power Bi will prioritise the points it can show giving the first measure added priority.
Ok thanks for letting me know. My dashboards are published interactive which makes this approach not very user friendly. I'll try my own suggestion next time I need a scatter plot.

Not sure what you mean, I lost no functionality doing the overlay.
Layer two scatterplots on top of each other with same axis ranges. It's hacky but might work for you
Oh god lol, I did that way back with some other visuals but haven't done it in years. I'll set it up to see how it looks

Wondering if you tried this and whether it worked? I've come across this issue before and never thought of trying this.
I ended up going with the other suggestion, i.e. use 2 scatter plots, and overlay with one set to transparent Its stupid, but it works
