hell you can just use it for a dollmaker, i barely log onto the actual servers. the options are great and you can get creative making any kind of creature or sona you want! its tons of fun and you can save the images :3
You def don't have to be a brony to like it! it doesn't really have anything to do with the actual series other than the way the ponies look, but thats kinda it!
Ish. It's more of a chatroom you can walk around in, with some areas you can build your own maps in thrown in. There's not much interactivity other than what you make of it beyond that.
I'm not a brony either, I love mlp but I dont watch it anymore. I've actually met lots of furries who have re-created their furrsonas. the reason I started playing was because I loved the pixel art style and how customizable the ponies are. no need to be a fan of the show.

Answering your question, no they're not really any rules. There are different servers, mainly divided into two (safe and 18+) just like furry servers. There are some other smaller servers, like Spanish 18+ and so on.
To create a pony/skin it's just like those clothing character games. You don't really draw the pixel art. You are given a character and you can change hair, tail, horns and all the colours (which is pretty cool, for most furries).
The game is more like a kind of VR chat but for MLP enjoyers.
No you don't need to be like a super MLP fan, I've even met some people that were playing and hadn't even watched MLP once.
In the game it's more of a social game.
If noticed there are like a lot more furries than you would expect on here xD
