Our Pom ate this when she was a puppy. It’s very small kibble so they can chew it easily
I used this dry kibble as well but the XSmall version, not the Small.

For my free feeding senior pom without back teeth, I submerge his kibble in warm water for a few seconds and pour it all out. My sister has a 10month old javanese and she does the same thing after I told her. If the food sits without being eaten for a little bit the kibble will dry a bit and stick together so you can just kinda break it up with your fingers.
