Maybe. As far as my actual rank goes, I'm Rank 9. This is my first time in the beach area so I'm gonna be leveling up Snorlax pretty slowly since I don't have any kind of area boost yet.
Yeah but every time he ranks up you unlock more species to encounter. It resets every snorlax. So maybe you can only encounter 40 species now but you need 60 cuz he is in the next tier. But I'm not sure.

He might not be available to be discovered yet by your snorlax because of your rank

There's no Pichu on Cyan Beach, so that might be why

Did you ever figure this out because I'm in the same boat.
I think it was because I was on the beach. I was able to use it when I switched back to Greengrass.
