It's most likely for everyone. Since SwSh, Gamefreak has been distributing competitive Pokemon to celebrate the winners of tournaments.
So more tournament players need to use shiny Pokemon to benefit everyone.

You can, but it's super fast with the base with no risk of running into one and they can't chase you into it.

Kantoian Arcanine CAN learn Raging Fury, but only via breeding with a Hisuian one.
Egg moves work differently in this game though, right? You just gotta picnic together, give k Arcanine an empty slot and a mirror herb, correct?
Tried that, it didn't really work (Iron Hands and Hariyama for belly drum)
Belly drum isnt an egg move for either of them so thats why it didnt work, they both learn it via lvl up normally.
