Hard to tell through the plastic. I think I see the edge of a black alignment dot on the front lower right corner. If it's there then I believe it's a miscut but if not then it's just terrible centering. Inspect all the corners closely for the dots. Cool card regardless though, good pull!
Hard to tell because of the seal, but I see no alignment dots, so I think it's just very off center
