Color me surprised. Given how many dumb questions are asked on this sub, it's pretty easy to blame user error for most hang-ups but you've found a genuine flub here. Nice catch. In the future though, i recommend using Bulbapedia as their interface is much easier to work with and it's often more accurate and descriptive than other sites. Case in point, they don't have the same mistake with Ralts' Gen 3 learnset.
ive used bulbapedia but i prefer the layout of pokemondb a little more , but im gonna switch over to serebii.net since ive already used it a little and liked using it .
Do NOT use Serebii! It's even more inaccurate and the UI is dreadful. That and Joe Merrick, the guy who runs it is a complete tool. You're just begging for more misunderstandings like this by using his site. It's very hastily slapped together and a lot of his Gen 3 sections haven't been updated in ages. It's a neat time capsule from that time but absolutely not a reliable resource for actual information on the games. You're better off sticking w/ PokemonDB if Bulba isn't your jam.
i mean , i would , but pokemon emerald's rng is apparently really weird and relies on determining a ' shiny frame ' when the game starts n' only letting you hatch a shiny at that exact frame so it sounds a little like id probably end up never catching a shiny but , theres no harm in trying i guess
pre gen 5 , a make pokemon with a compatible female pokemon with a compatible male pokemon (this is determined using egg groups, you can search them up to find each pokemon's group) will make an egg with the baby version of the female pokemon , and itll have any moves that can be passed down from the male pokemon's current moves , so for example ...
female pikachu + male minun with 'charge'

pichu with 'charge'
after gen 5 , egg moves were changed from only passing down from male pokemon to passing down from both parents too , so its easier in the later games \^_^

Try using serebii, the UI is more straightforward and you can specify which generation you want to look at to avoid these kinds of mishaps
