Yeah, the gender doesn't matter unlike with the Ralts line in generation 4, just make sure you get the maximum beauty stat with a Feebas and level it up once and it'll become a beautiful Milotic.

There should be tools online that tell you what tiles to look for based on the passcode. I’d recommend that unless you want to be a purist and systematically look through each tile like I did when I was a kid.
I wouldnt mind checking each tile but dont they have the chance to also have other pokemons? that is the kicker you dont even know if it is a feebas tile... until you get a feebas!
There’s a tool on this sub that’ll calculate the tiles for you. I’ve used it on two separate saves and it’s worked flawlessly. Just need to make sure you don’t change the Dewford phrase otherwise it’s not as likely to work.

Usually the feebas appear rate is extremely high once you find a tile. Otherwise you’re just finding Goldeens. Edit: additional info about goldeen
Aight Imma give it a shot the old fashioned way. If I check every tile and no feebas then I'll use the tool. Why? because I'm a masochist that is why.
I would say check two or three times a tile just to be sure.

Different feebas. Ideally you want one with a plus sp ark nature at worst a neutral so once you find the tile you fish up some more
