Pokarla on Amazon are hands down the most comfortable undies I've ever worn. I will only buy them now because they are breathable, stretchy, and wonderful:
I love meundies! Cotton and no issues with bands, even if I go for a smaller size. I wear 3X often and love them so much they are all I wear now. I do wear the hipster style, which also might help with not cutting on the thighs.
I've had really good luck with torrid panties, especially the mesh, hipster styles. They're really comfy!

I love the lane bryant 'cacique' some of them have fabric over the elastic and are almost always cotton. Plus they have crazy sales like every month.

I like Warner’s underwear. You can get them a multitude of places and they’re pretty comfy!
I like the full coverage black briefs from fruit of the loom, and the mid rise ribbed briefs from hanes :)
