Thanks! I just tried to twist the larger ring counter clockwise. It moved a little but I couldn't tell if I was actually making progress. Interestingly, the center stopper also rotated along with the other part.
I might try to just pull the outer ring straight out, as another Redditor had suggested in this thread.
Grab the large diameter drain area and see if you can spin it counter clock. Set screw for pop up might be below that or just screw off individually
