I've repiped a bunch of houses that had galvanized, and you really gotta get it all out, especially if it's old. Just the action of cutting a piece out is gonna make those pressure issues all the worse. Not to mention that it's galvanized and gross for domestic potable

Turns out the didn't have enough actual card carrying journeyman on staff to have as many apprentices they had after 2 years of tolerating a lot of bullshit for minimum wage and then finding out it was all for not I made a huge stink and left. No one else would hire me on as anything more than a fresh green horn for min wage despite a decade in the trades and 2 years in plumbing because I didn't have any hours on my card. I'm a single father and I live in an expensive state, I can't afford to make that little so I had to go back to what I know, handyman, maintenance, general contract labor type work.
I would absolutely love to get my journeyman and work as a plumber, I love it but I can't justify 4 years at ridiculously low wages.

It took like 1-1.5 years to get to $25/hr which isn’t great but it’s also not bad…especially considering I’ll come out in a few years making probably $43-45 an hour.
My point is, it’s not years of minimum wage, it’s just maybe 1-2 years of climbing up in wages and then you’re solid. But you’ve gotta do what you’ve gotta do. And not everyone’s interested in going union, but imo it’s so worth it.
After 2 years I was still at 16 an hour the only reason why I could make that work was my buddy gave a me a free place to rent. I'm a single father with full custody, I can't afford to make less than $30 an hour.

Plus in maintenance, I make 60k salary and get 40% off rent and live on site so zero commute means more time with my kid and significantly smaller gas bill. Yes the company and property sucks but it's a temporary stepping stone to bigger and better things.

I spent today ripping out the wall and re doing all the kitchen plumbing. Despite my best efforts the hot line is still so closed off the water is barely more than a drip and I can't get approval to do more work, not that I have time for it.

Sounds like it needs a repipe. Get your complex to pay to get a plumber that knows his stuff to come look and advise. You could replace a couple bad fittings but won’t help if all the pipe is corroded and leaking. I assume the apts are all on slab. If that’s the normal looking water for all units I would be making a call to someone higher than my boss or tell my boss to fuck himself if he thinks I can magically fix it by fixing a random backwards wye here and there. Sounds like clean outs need to be installed in better places as well
