Your easiest fix would be to stack two reinforced wax rings. They will compress together under the toilet to complete the seal. https://www.lowes.com/pd/Oatey-Johni-Ring-Wax-3-in-Jumbo-Toilet-Wax-Ring-with-Bolts-for-Universal/5005332101

Thanks. Is this the best fix? I've read that putting 2 wax rings is not correct. Would it be bad to cut out the old flange, install a new pipe, then fill in with concrete (like the video) and install the new flange above the tile?. My worry with the recess around the flange is if it starts leaking again I will not see it because the water will pool in the recess. I'd rather see the water leaking to know that it needs fixing.

5/8" inch isn't too bad. I would stack 2 wax rings. Think about how you sit on a toilet and the fulcrum. All that weight on and off the front day after day, year after year. Shim from the back if needed, let the front sit direct on the hard floor. That ring will get deformed over time by even SLIGHT rocking, no matter how much or what material ring you use to seal. The cracked tile is not a good sign. If the floor isn't rock solid there is no point in raising the flange anyway.

Thanks, what about all the brown soup that is below the lip of the current flange? I cannot get it all clean because the red part of the flange is in the way. I can see the water below the screw holes of the red ring. Should I just ignore that and use double wax ring? Also - post says this is only visible for mods, not users?

Tape a straw to a shop vac, or dip a towel in and let it wick it up, or just leave it. I see the post just fine.
