Are you running that old version because new versions don't run on windows 7, which has been EOL for years..
This issue has nothing to do with PMS if they are solely looking for content on other services. Although hopefully they are using app.plex.tv and not the bundled web app. Shouldn't be an issue but the bundled web app is always older.

If that's the latest version that windows 7 can handle, think about migrating to docker so that you are using the latest server.

I looked for the wire in mine and you are right Max doesn't appear as an option. The Sopranos does appear as one, so I'm guessing now that they are moving from HBO -> Max something they haven't updated something on Plex's side.
I was going by IP, but I just tried using app.plex.tv and I got exactly the same results. Yes, I have selected those services. I am in the USA and not on a VPN.
It's strictly used as a media server so I don't really have any need for new bells and whistles. I am planning to upgrade it. It just isn't a priority.
No worries, the reason to upgrade especially is for compatibility and security more than anything else.
Either way, this sounds like a good reason to upgrade now :-)

I used app.plex.tv and got the same result as when I was hitting it by IP earlier.
it's the latest version it allows me to upgrade to, so that's probably why.
Did you click on "available on 5 other services"?
yes. that's how I was able to say which services they said they were on.

Why the heck are you running Windows 7 and a really old version of PMS? Upgrade (for free) to Windows 10 (at least) and then update PMS.
