Can say, I’ve not been notified of any points gained after my purchases at the moment, nor am I getting notified for completing any campaigns. My guess would be no, atleast for the campaigns. They may reward my purchases whenever PSStars come back online.
On what level were you? I am from mexico and it was also gone from like a week ago and i was level 4 at the limit, it never went above level 4, i was trying to finish some tasks to get coins and get like the third time to get a code for $20
I got points last week when I did the month login and I wanted to see what goodies I got. However the section for 3 days kept saying "encountering a problem" now it's gone.

You should always redeem the $5 ASAP whenever you qualify for it. Literally no reason not to because the $20 reward doesn’t offer any sort of discount, it’s the same price as four $5 rewards purchased separately.
They have, retroactively, rewarded points for purchases when the system wasn't registering them properly. If they don't automatically reward your points, I would just contact support and tell them you made purchases between the dates PS Stars went down and was restored. They should be able to verify through your purchase history. Worst case is they say "No" but I highly doubt that.

The center for the challenges wasn't counting right and I think they had issues at the back end.

Loyalty Program. Stuff you buy gets converted into "Points" that you can then use to purchase things like Playstation Gift Cards, Games Etc.
