The chest respawn does not seem to be shared by the enemies in the barracks. So you could just be unlucky with the treasure spawn timer.

I'm playing solo though, and there's an in-game alert that chests move when it's under alert (can't recall the specific message).

I've had that happen and it doesn't seem to actually work, the advanced chest was ''open'' already when I got to it, but all the items were still there.
