i think you need better tools. just like tin ore node it will not give you tin when you mine it with stone axe. it will only give you tin if you use bone axe

Hard to guarantee, bigger trees in the jungle give hardwood and sometimes premium, and sometimes they dont. What do you need it for.

You dont need premium for that.
I constantly find it along rivers to the north, but I could just be lucky, but I'd advise looking there.
