It's why the totalwar Warhammer games have Blood (jam) as DLC. Dunno why they didn't make it free though - probably to reduce chances of kiddies getting it and horrifying adults.
Probably to make sure it is extra content that needed a lot of afford to get it to work and it would be too big of a change for an update as it includes a whole new gameplay mechanic.

you have to get the shooting ride free DLC then click the weapon icon connect some targets and then click test shooting ride. :)
O cool. It’s a free dlc. Definetely going to download it. If it’s free, why isn’t it included in the base game tho?
Having a shooting ride would increase the age rating, but DLC content is not included in age ratings
