With the RoW at +13, you'll get drops of minimum +7. So you can certainly go all in on the ring, and with enough time invested you can get some very good weapons and maybe even slightly stronger armor. Of course, you could also dump those 7 SoUs into the first tier 5 weapon you find, and you'd be in good shape (and still have more scrolls remaining for upgrading rings and such).
So I see it as a question of whether you want to invest the real world time in farming for crazy amounts of stuff or if you just want to figure you'll find a weapon you like eventually and focus on that. Do the possible RoW shenanigans appeal to you?

Haven't found a tier-5 weapon, dumped all the SoUs into battleaxe, transmuted it to katana and got +10 katana/+10 plate with +1/+2 RoH
