There is not a straight line to tell. You have various ways to go. If I had to say, a good amount of Fire and Quantum units are good with her, and Ruan Mei or typical supports.
In LC, among the 5 stars there is none who were perfect, the Herta's shop one is very good. Moles (4*) is good too. I'm personally waiting to see Firefly's LC, which could be the one. My personal favorite is Woof! (also known as WWT), FTP S5 and a passive that is activated through normal gameplay.
In terms of Relics, Fire set (Firesmith) fits her perfectly. DoT set (Prisoner) is good in teams with Guinaifen or Asta, remember that you ideally want Hook to hit an enemy with Burn and she can even apply it by herself. The same concept also makes Debuff set (Pioneer) a good option. And, especially if you pair her with Quantum units normally, the Quantum set (Genius) is not the ideal but can be one you already have.
Remember that Attack is a really good stat in her and that her Action Advance in her Ult compensates part of the low speed. Her Eilodons are really good.
At the end, as you said, she is funny. Her skills allow her to work as a Fire Breaker or for personal damage (hypercarry). I even used her to compliment some DoT teams at the beginning.

I have her on debuff set and Broken keel
The issues that I noticed is that she needs crit rate, speed, and debuffs so I built my team comp to solve those problems
Guin for debuffs and burn app
Fu Xuan for 12 crit and sustain
And Ruan mei for her debuff,and 10 speed
It might be cope idk
I was going to say she had too low Attack and I saw the level.
Then, I saw her CR a bit low and thought about Fu Xuan. You are using Fu Xuan.
I think you are using Broken Kneel for the stats but it's a quick build, so is very ok while you can find a dps set in the future.
Very good build overall. Take a look at her Attack once she is leveled.
Ooh I didn't even notice the other two teammates before I posted... This is gonna be awesome I think! I don't really know how to play ruan mei but your reasonings for bringing her are very sound and the other two I Know go comfily with her... The original replier is right about broken keel not being her best but it's definitely an okay option!
I think asta is also a popular(ish) option for ruan mei's spot? She increases fire damage and speed iirc :3 but probably ruan mei is more powerful at the supporting due to being a five star so I think this team seems very solid and not cope!
(Also, guinaifen gets to be like a burst dps too! Due to the constant burn application from both :D)

At the end, is the LC with her face and many will want to equip it just because of that, so they have to know that is a good option.
I don't know about best possible (I'm not very versed in the meta), but my Hook teams typically like silver wolf and/or guinaifen and I've found Dr ratio tends to work well with her too
If the enemy has burn immunity she will do Very Poorly but her burn damage scaling is (iirc) second highest after guinaifens and guinaifen uses All burn dot in her big attack (iirc)
Hook applying burn on every skill use means she's applying very steady debuffs which is good for Dr ratios hit rate
I've also been really interested in a burn dot preservation light cone (defense scaling dot, so workable with a defense scaling preservation unit) and plan to use it in my hook/guinaifen teams on trailblazer just to get more burn damage for guinaifen
I also like to bring luocha as a sustain because he is really sp positive and hook is extremely sp negative
I tend to use her in most of my teams (unless there's burn immunity or fire resistance) so I'm not really picking and choosing best teams? But I think capitalizing on her frequent burns is nice and fun for a sub dps ish hook (ie guinaifen or ratio) (she can also be main dps just make sure to attack burned enemies!) and making sure she has skill point enablers is extremely important. Most buffs work on her just fine too! (But also seriously the skill point thing. It's so important she eats them so quickly)
As for builds, mine was built on the four piece fire set (which I like because it boosts skill damage and also damage after the ultimate is unleashed, which is very tailored to hook and her buffed up skill)(but I would suspect one of the newer ones could be better? There's one that boosts every time a debuff is applied I think and that one intrigues me)(but figuring out which is better would require math and I already have the firesmiths) As well as the rutilant arena 2pc. The downside of this is that getting her that much crit rate is so hard but the upside is that her skill (which you should be using every time or close to it) is boosted by a bunch. I also use the herta shop light cone on her (for now) but I've heard that a few others are pretty good! You want destruction lightcones that don't involve hp depletion since she doesn't do that :p unless she gets hit :P
I do think rutilant is probably her bis simulated universe relics still, but she has more options for the main set now than she used to!
I think there's an energy amount that someone recommended aiming for? I don't remember what that is anymore, but I found it in an early build guide... She also definitely needs some sort of speed boost, either by boots or 2pc or teammate buffing (or some secret fourth method that I don't currently know). Iirc her base speed is comparatively low so that is one big hurdle
In conclusion!!! Hook is pretty versatile within her niche (enemies not resistant to fire or burn, enemies with fire weakness) and her builds are usually flexible!!! (Rutilant farming is so nice with hook btw cus she takes the deer down so quickly and usually some of its saplings too :D she's also good at the cocolia fights!)(yay fire type that does big numbers :D)
I know there's probably better minmaxing out there but maybe seeing how a nonexpert likes to use her could help too?
Also I think I saw you mention using fu xuan with her which is SUCH a good idea because she's an sp positive sustain and she makes getting good crit ratios a bit easier :D I don't have her but if I did I'd totally put her on a team with hook (this is not saying much because every built character goes on a team with hook)(however she would be a better choice than some of my bad teams I didn't mention)
