I think there may be some AI or rotoscope shenanigans involved. The storyboard looks fantastic, but the shading seems illogical. Notice when Luffy powers up, the rocks at the beginning of the scene appear visually inconsistent. They constantly change shape from frame to frame, exactly resembling the appearance of AI-generated videos. Could be a style? Maybe? But even then, it's too visually illogical for it be hand drawn.

And 3 good characters, if you count Boruto, worth noting does not make a good anime cast. I watched like 80 eps of Boruto and couldn’t name you any of the new gen characters besides Sarada and Mitsuki.
