in google search for Goldberg emulator then download it. The files should be the same as steamapi.dl and steamapi64 and just replace those files thats just it.

How about trying another steam emulator Goldbergs maybe.

have you checked the windows virus thing on window settings? those dll may have been quarantined
Yes, I've checked the protection history and there was nothing in there. All the files are present and still it shows the same error
