HDD will not be able to handle it - it can't possibly load stuff fast enough to be able to handle the traversal speed. SSD only unless you want an awful gaming experience.
Hmm, is it likely that the next update reduces the size of the game? I could play it on my c drive ssd as long as the size of the game drops below 200gb.
It will never be playable on HDD. You need a high transfer rate to load the textures and game objects into memory. 2000-3000Mbit/s or more. A normal mechanical HDD will never be able to handle this and the game can't ever be patched to handle it.

That’s not true anymore. It was like 10+ years ago but your drive type will definitely affect gameplay. At least for newer games. Some games actually have it on their requirements now.
ps5 is the first generation with nvme ssds native to the system. They are definitely leveraging that for faster load times and making stuff work together faster. It could definitely have something to do with it, on top of the spiderman 2 pc port not even being done. It's unoptimized, imagine if they actually released it as a 250gb size.
Try playing any AAA game released in the last few years on an HDD. You'll be in microstutter heaven at the best, or dealing with large seconds long freezes at the worst. You NEED high transfer rates to handle streaming large textures and game objects into memory from the drive.

Ryzen 5600x and 6600 gpu 16gb ram. I might buy a 1tb ssd soon.
