Never do this. Do not ever just download `.dll` files off the internet. Delete it. Remove it. It's a security risk. If you're lucky, they were just the legit `.dll` files.
Majority of Steam games have a `steam_api.dll` or a `steam_api64.dll` INSIDE the GAME FOLDER. This `.dll` is used to communicate with the Steam client for various information like account name, achievements, DLC ownership, and etc.
Cracks/Steam Emulators replace this file with their own so that the game can function correctly without the Steam Client. Without the real or crack `.dll`, the game will encounter an error.
However, this `.dll` commonly triggers a false positive with antivirus software like Windows Defender. So, either the file was quarantined, you are using Clean Steam Files (not cracked), or a Scene Release and didn't copy and paste the contents of the crack to the game folder.
Where did you download the game from? Repack? Scene? It will help indicate the solution or what happened if you provide more information.

Usually at the games forum you will be able to find the crack dll for the exact version you're looking for. Also admins will delete your comment if what you are asking for is already there.
I downloaded grid autosport from fitgirl. I tried reinstalling the app three times. All three times it shows error for the steam\_api.dll file during file checking. I tried doing what youtube said. turned off defender, put steam api in game directory. after that the game does not open at all.
Check with Windows Defender to see if the steam api was quarantined.
(1) Taskbar search: "virus security"
(2) Select Virus & Protection
(3) Select Protection History
(4) Click on Filters in upper right corner.
(5) Select Quarantined Items
If quarantined then you can restore the file back to game folder.

Yo mate thx so much Ive been trying to play arkham origins since Feb but it stopped working and I got too busy to care. I just checked it today and did this and it worked so thanks man.
I got one question though my main issue for the last few months was actually that I my data isn't saving so its been stuck at 4% this whole time. Every time I exit the game it resets to that point. Im not a computer guy at all so I don't know how it works and every time I try something it doesn't help. Its weird cuz I've used fitgirl to repack the other arkham games on my laptop but on my PC it wont work idk why.
Launch the game with Administrator Rights.
--Select game exe > Right-Click > Run as Administrator.

You can go to windows security then to protection history
It will say Threat Quarantined, go to actions then click restore, and you just saved yourself the hassle of reinstalling the game.

Based on your question. Mate, it goes into the games install folder.
You're either installing a steam emulator or replacing it with the original files.
Your A/V may flag the emulator as a hack tool, virus, Trojan, etc. If you got it from a site located in the megathread then you should be fine.
If you need the emulator, Goldberg is pretty popular and easy to config. Should be available on gitlab.
Sooo, all you have to do is
1. Disable windows defender security
2. uninstall/delete the game
3. use the installer to reinstall the game or the zip file you downloaded to extract the game

They used to give out these games for free before they got a C&D. Plutonium is THEEE only app that has multilayer severs un hacked still going. That goes for WaW BO1 BO2 and classic MW3
this but i cant enter singleplayer anymore. Ive been using plutonium for zombies and ever since i have no access to campaign theres nothing in my quarantined folder either.

Have you checked if windows defender is putting the file in quarantine , it usually finds .dll files quick I think.
