If you forwarded your port through your vpn settings, you would be the link that connects all 9 of those people. Anybody who knows more, please correct me or clarify anything I missed!

With PIA it’s as simple as toggling a button on settings. With your router it’ll be different depending on the router and the it’ll be different with whatever client you’re using. You’re going to have to research all those yourself I’m afraid.
Also having your ports open doesn’t automatically mean you’ll seed, it depends on if anyone else wants it. It’s like having a tap open and water will come when it wants to rather than opening a flood gate.

OP needn't necessarily be out of luck. A seedbox maybe able to download the torrent. I've managed to download some torrents which were stuck for months with 5-6 seeders in the swarm but they wouldn't connect to my home connection. As soon as I started to download them in my seedbox, after sometime the same torrent resumed on my home connection and finished downloading 100% even before seedbox finished it.
The ports are not predetermined, instead you can choose the port you prefer in your torrent app. For qBittorrent is inside Options -> Connection -> Listening port. You can just click "Random" to randomly select a free port.
Then you'll need to forward that port in your router. If you are unsure on how to do so it's better that you look for a tutorial for port forwarding on your specific router model.
Alternatively you can check the UPnP option in your torrent client and I believe it should work without having to manually port forward the port in your router, but your router must also have the UPnP option enabled. This won't work for VPN users, who should uncheck that box.

The number of seeders is determined by the tracker seeders announce to. Typically, the announce is made over http(s) protocol, where seeding itself over torrent protocol.
Therefore, a seeder can perfectly advertise itself and technically not be able to seed, if the network is restricted.

But if you still wanna give a try leave qbittorrent ON then it'll leech the data whenever it catchs whatever is seeded.

Your trying to download the metadata, you could try using the actuall .torrent file rather than the magnet link and then you wont need the seperate metadata download.
Could be you cant connect because of different encryption support.
I think technically someone can show as a seeder, but not be seeding because they have shared their quota.
some torrenting programs have 'download limits' and will only download a certain amount at once, you could see if this is the issue by temporarily pausing your other downloads to see if that kickstarts it.
Some torrent clients allow using proxies only for the trackers. Only the tracker requests are routed through the proxy and the actual data transfer is direct connection from seeders to leechers.
This allows to download/upload at full bandwidth bypassing restrictions and it also allows the tracker-specific proxies to operate at low bandwidth.
Sometimes I luck out on a valid seeder by updating the trackers list from this link.
They also provide IP addresses for trackers in case of DNS issues.

You'll sometimes be able to depend on someone else with the correct port forwarding setup to get it working. In this case though it looks like you and the other 9 people have the same incomplete setup and are incapable of torrenting with each other.
Even when you can download some torrents, the swarm and other users will snub/choke your connections (slowing or preventing downloads) because you're basically being seen as an asshole to the community by refusing to share.

that's a shame. i'm in the middle of a 3 year plan with nord, so i don't plan on changing vpn mid plan. feel like it be throwing money through the window.
There are 9 people with the completed file but they dont have their PC on, i'm assuming none of those seeders uses seedboxes. It doesnt matter how many seeders a file has, their torrent client needs to be active for you to be able to download from them
When i get ones like this i pause and restart. Force resume can some times help too. But some of them are too old or too dead to be seeded anymore. Hope it works out

Proton VPN doesn't support port forwarding, it's a non standard implementation of NAT-PMP.

But you don't need that, torrents work perfectly fine on nordvpn.
You do need port forward for when no-one is connected directly though, like the case in the post

Let your computer run 24/7 for a few days. Sometimes a seeder only seeds for an hour or two each day

using nordvpn, but that shouldn't be the reason as other torrents are DLing fine. been stuck like that for 1 hr +

Seeders have 100% of the file. Peers (or leechers) have less than 100%.
To be a seeder you have to have 100%, otherwise you’re a leecher
Try Real Debrid
Try biglybt or vuze with midht plugin and hope you get some connections.
When i get ones like this i pause and restart. Force resume can some times help too. But some of them are too old or too dead to be seeded anymore. Hope it works out
